You can utilise the phases of the moon in conjunction with this, and people can utilise prayers or chants at the same time also. Depending on the oil blend, there are other various uses.
You only need a drop or two at a time so a bottle can go a long way. For the Black Tourmaline, you may want to adhere to the above guidelines. A variation for your other blend is to also anoint / dress a candle prior to lighting. You can say that prayer or chant pertaining to what you want to achieve at the same time. In regards to oil burners, they were not intended for that but I know a lot of people use them in this way. For example, if you do meditation rituals you could burn at same time. However, not many are fragrant and some may have a strong herbal smell.
